Opened in 1989, the architectural ensemble designed by Oscar Niemeyer was aimed at strengthening the political, economic, social and cultural relations between Brazil and the other Latin American countries.

There are six buildings, spread over two squares connected by a walkway. They are: the Hall of Acts, the library, the Marta Traba Gallery, the Pavilion of Creativity, the Simon Bolivar Auditorium and study center.

There have also been put together some works of art chosen by the architect to integrate the landscape, including, Hands, Niemeyer ‘s own sculpture, seven meters high, is the main symbol of Memorial and a city landmark.
